Opioid Settlement Funds

Opioid Settlement Fund Allocation to Counties

Funds from the opioid settlement are distributed to counties based on a Memorandum of Understanding (MOU) with the West Virginia First Foundation. Local governments receive 24.5% of the total settlement funds allocated to the state of West Virginia.

Kanawha County has received its first allocation, totaling $2,915,232.54. According to the MOU, the funds must be used for “Approved Purposes.” These purposes include evidence-based strategies, programs, and services aimed at addressing substance use disorders and addiction. Specifically, funds may be utilized to:

  • Expand the availability of treatment for individuals affected by substance use disorders or addiction.
  • Develop, promote, and provide evidence-based prevention strategies.
  • Deliver substance use avoidance and awareness education.
  • Support enforcement efforts to reduce the sale, distribution, promotion, or use of opioids and other drugs.
  • Address the oversupply of licit and illicit opioids.
  • Support addiction recovery through qualified providers.

Application Instructions:
Complete the application form below in its entirety. Additional pages may be attached if necessary. Applications may request up to $250,000, but funding is limited to the total settlement amount received.

Please note: Once submitted, the application and any supporting documents become public records. These records will be posted on the County’s website and may be accessed by the public and media upon request.
